Louis Seabrooke is Director General in the Audit, Evaluation, and Risk Branch at the Canada Revenue Agency. He oversees multiple portfolios, including External Audit Liaison, Internal Audit and Program Evaluation assurance and advisory activities across the Agency, and Professional Practices and Data Analytics within the branch.
Born in Montreal, Canada, Louis holds a Bachelor of Commerce from Concordia University and is a Chartered Professional Accountant and Certified Internal Auditor. He began his career in the private sector at PricewaterhouseCoopers, then joined the Federal Public Service with service in two large departments and the Office of the Comptroller General. In 2014, the IIA recognized Louis as one of the top 20 emerging leaders for leadership, innovation and advocacy, only one year before joining the executive ranks of the CRA in 2015. He was the only participant from the CRA to attend the 2017 Governor General’s Canadian Leadership Conference, and continues to demonstrate this leadership through his role as a mentor to future leaders and as Champion for his branch’s Young Professionals Network.
Louis attended the IIA’s International Conferences in Dubai and Anaheim. He presented a breakthrough, innovative approach to the internal audit process at the Organisation for Economic Co-operation and Development (OECD) Forum on Tax Administration held in Paris. This approach was recognized by the IIA Ottawa chapter in June 2019 where Louis and his team were presented an ‘Excellence Award’ for their innovative work, applying the risk tolerance model helping clients risk assess their approach to management action plans.
