Martin Rubenstein has more than 25 years of experience in audit, evaluation, investigations and risk-based management.
Since the beginning of 2014, he has held the position of Chief Audit and Evaluation Executive & Senior Integrity Officer of Transport Canada where he is responsible for providing the Deputy Minister and the Associate Deputy Minister with insight on the effectiveness and adequacy of departmental risk management practices, controls and governance processes, and on the effectiveness of TC policies and programs. Martin is also responsible for overseeing TC’s Integrity Framework (prevention, detection and investigation of fraud and misconduct).
Martin is also the Canadian representative on the Board of External Auditors for the Organization of American States. In his capacity as the Chair of the Board he is responsible for providing expert advice on organizational affairs that promote greater efficiency, effectiveness and economy.
Prior to joining Transport Canada, Martin worked with the Canadian Institutes of Health Research, where he served as Chief Audit Executive since 2011. He spent a number of years in private practice before joining the public service in 2004 as an Audit Manager for Foreign Affairs and International Trade Canada. After a brief stay in 2008 as Director, Internal Audit at Carleton University, he returned to the public service in 2009, assuming the role of Director, Internal Audit for Natural Resources Canada.
Martin is a Chartered Professional Accountant (CA), a Certified Internal Auditor (CIA) and a Certified Fraud Examiner (CFE). He is a graduate of Carleton University where he obtained a Bachelor of Commerce.
