Alan Winberg has over thirty-five years of experience within the federal government, conducting and managing needs assessments, program evaluations, performance measurement strategies, and risk management projects. He has been consulting government clients in these areas since 2007. From 1989 -1999 Alan worked in several senior positions at Treasury Board. During these ten years, he was responsible for the TB policies and guidelines for Program Evaluation, Performance Measurement, and Cost Benefit Analysis. Alan has extensive experience designing and conducting program evaluations pursuant to TB policies and guidelines, particularly evaluations of large multi-stakeholder programs implemented by several federal departments and agencies and in close collaboration with provinces and territories.
Alan is a recognized expert in program evaluation, impact assessment and performance measurement and has developed the Treasury Board policies and guidelines for these areas. At HRSDC, he played a vital role in the management of over thirty grants and contribution programs and acquired in-depth experience in the management and delivery of the federal transfer payments programs.
Alan was appointed an External Member of the Performance Measurement and Evaluation Committee of Correctional Services of Canada in November 2019. As an External Member, he advises the Commissioner and Sr. managers of the department regarding performance measurement and program evaluation. As an external member of the Departmental Evaluation Committee of Agriculture and AgriFood Canada, he provided strategic advice to the DM and Associate DM about the programs and policies of AAFC.
